Command Master Chief Randy J. Bell, a native of Brockton, Massachusetts, enlisted in the Navy in March 2000. Following completion of basic training in Great Lakes, Illinois, he attended Hull Technician "A" School. He holds an associate degree in Criminal Justice from Chaminade University of Honolulu, a bachelor's degree in Criminal Justice from Saint Leo University, a master’s degree in Strategic Leadership from the University of Charleston West Virginia where he is also currently pursuing his Doctorate in Executive Leadership. He graduated from the Senior Enlisted Academy Class #166 Blue Group with honors; Command Master Chief/Chief of the Boat Command Leadership School Class #102; National Defense University Keystone Course 16-1; Naval Postgraduate School Navy Senior Leader Seminar; and MCPON Executive Leadership Symposium. He is designated a specialist in surface warfare and qualified Master Training Specialist.

His sea duty assignments have been forward deployed to Japan and include USS Vincennes (CG 49) after which he converted to the master-at-arms (MA) rating and attended MA "A" School in Point Loma, California; and USS Tortuga (LSD 46) as chief master-at-arms and weapons division leading chief petty officer.

His shore duty assignments include Navy Region Hawaii security department as a watch commander; Navy Provisional Guard Battalion, Joint Detention Operations Group, Guantanamo Bay, Cuba as an individual augmentee cell block leading petty officer; and Navy Recruiting District Dallas as recruiter in charge, Navy Recruiting Station Lewisville, Texas. Bell was selected for the Command Senior Chief Program in 2012. He has served as command senior chief of USS Defender (MCM 2) and command master chief of USS Chief (MCM 14), Center for Service Support, and Surface Warfare Schools Command.  He reported to USS AMERICA (LHA 6), Sasebo, Japan, as command master chief in July 2020.

His personal awards include the Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (two awards), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal (eight awards) as well as various other unit and campaign awards.

He holds certifications as a master homeland security specialist, police officer (government service) and counselor (professional and kindred) through the U.S. Department of Labor.
