Cmdr. William Carroll is a native of Lusby, Maryland.  He graduated from The Citadel with a Bachelor of Arts degree in Political Science and earned a commission through the Naval Reserve Officer Training Corps (NROTC) in 2005.  He also earned a Master of Arts degree in National Security and Strategic Studies through the Naval War College in 2011.

At sea, Cmdr. Carroll served as Auxiliaries Officer and First Lieutenant aboard USS Barry (DDG 52), Navigator on USS O’Kane (DDG 77), Chief Engineer on USS Mc Faul (DDG 74),  Executive Officer and subsequently Commanding Officer of USS Warrior (MCM 10), and most recently as Executive Officer aboard USS Fort Worth (LCS 3).
 
Ashore, he was assigned as an operations and tactics analyst with Surface Analysis Branch for Evaluation and Reporting (SABER) at the Nimitz Operational Intelligence Center.  He also taught basic navigation, advanced navigation, and naval warfare at the U.S. Naval Academy where he also earned his qualification as a Navy Craftmaster.  He also was the surface desk officer in current operations on the staff of Commander, U.S. Pacific Fleet.
 
His current assignment is Commanding Officer of USS Oakland (LCS 24) Gold Crew.

His personal awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (two awards), and various unit and campaign awards.
