Captain Steve Foley, a native of Dolton, Illinois, enlisted in the Navy in 1983 and rose to the enlisted rank of Senior Chief Petty Officer. He received his commission as an Officer in 1997 through the merit-based Limited Duty Officer program and was selected to Unrestricted Line Officer in 2003. Captain Foley’s first officer tour of duty was aboard USS JOHN A. MOORE (FFG 19) where he served thirty-six months as Electronics Material Officer and Combat Systems Officer, deployed to the Arabian Gulf, and earned his Surface Warfare qualification. He then reported to USS PORTER (DDG 78) where he served as Electronics Material Officer and deployed to the Mediterranean Sea in support of Operation Iraqi and Enduring Freedom. After completing Department Head School in Newport, Rhode Island, he reported to USS NORMANDY (CG 60) and served thirty-one months as Weapons Officer and Combat Systems Officer. While aboard NORMANDY, he deployed as Flagship for embarked Commander, Standing NATO Maritime Group Two completing a circumnavigation around Africa and Mediterranean Sea deployment.

In 2010, he served twenty-four months as Executive Officer aboard USS LABOON (DDG 58) and deployed to the Mediterranean Sea in support of Operations ATLANTIC SENTRY and SHARP SENTRY. Captain Foley then served twenty months as Commanding Officer USS SAMPSON (DDG 102) where he deployed to the western Pacific Ocean in support of Commander Task Force 70 and USS GEORGE WASHINGTON Strike Group. Under his command, his crew earned the Battle “E” Efficiency and inaugural Vice Admiral Copeman Material Readiness awards. For Major Command, he served 30 months as Commanding Officer aboard USS LAKE CHAMPLAIN (CG 57) where he deployed with the VINSON Strike Group and earned back to back Battle "E" awards. He served as the final Commanding Officer before the ship decommissioned on September 1, 2023.

Captain Foley’s shore tours include Commanding Officer, Afloat Training Group San Diego; Integrated Air and Missile Defense Director at Tactical Training Group Pacific; Staff Operations Officer at Commander Strike Force Training Atlantic; and Staff Electronic Communications Officer at Fleet Training Center Norfolk. Captain Foley reported as the commander of Afloat Training Group Pacific in October, 2023.

Captain Foley graduated Summa Cum Laude from Southern Illinois University earning a Bachelor of Science Degree in Education. He also is a graduate of the United States Naval War College earning a Master’s Degree in Strategic Studies while concurrently completing a thirteen-month Naval Operational Planner course. While in residency at the Naval War College, he completed his Joint Professional Military Education (JPME I) and then completed JPME II while attending Joint Forces Staff College in Norfolk, Virginia.

His awards include the Legion of Merit, Meritorious Service Medal (4 awards), Navy Commendation Medal (8 awards), Navy Achievement Medal (3 awards) and various unit and campaign awards.
