A native of Scarborough, Maine and a 1996 graduate of the University of Maine, Capt. John Fay was commissioned in 1996 and has served in a wide range of sea and shore assignments. 

Fay’s sea duty assignments include electronic warfare officer and communications officer aboard USS David R Ray (DD 971); fire control officer aboard USS Arleigh Burke (DDG 51); operations officer aboard USS Fitzgerald (DDG 62) and USS Bunker Hill (CG 52); executive officer and later fleeted up to commanding officer aboard USS Howard (DDG 83); Commander, Task Force Seventy/Carrier Strike Group Five as deputy assistant chief of staff supporting operations, plans, and readiness;  and commanding officer aboard USS Fitzgerald (DDG 62).

Ashore, he earned a Master’s of Science in Information Technology Management and completed Joint Professional Military Education (Phase I) while attending the Naval Postgraduate School. He served on the Chief of Naval Operations staff as requirements officer for harpoon, naval guns, and ammunition (N864G). He also served in the North Atlantic Treaty Organization (NATO) Maritime Command Naples as staff officer for theater missile defense, maritime strike warfare planner, and maritime operations for NATO Operations Active Endeavour and Unified Protector. 

Fay’s most recent assignment was as commander, Surface Division Eleven, a staff that oversaw operations and readiness generation for seven LCS crews and four ships.

His current assignment is commander, Littoral Combat Ship Squadron ONE.

Fay’s personal decorations include the Legion of Merit, Defense Meritorious Service Medal, the Meritorious Service Medal (three awards), the Navy and Marine Corps Commendation Medal (two awards), and the Navy and Marine Corps Medal (three awards) and other personal, unit and campaign awards.
