CDR Jac O. Ullman III

Commanding Officer, USS Cowpens (CG 63)

20 October 2023 CDR Jac O. Ullman, III is a native of Newberry, South Carolina. He is a 2006 graduate of the U.S. Naval Academy where he earned his commission and a Bachelor of Science in Economics. 

He reported to USS Cape St. George (CG 71) in June 2006 as Electrical Officer, deploying with PELELIU Expeditionary Strike Group in support of Operation ENDURING FREEDOM and Operation IRAQI FREEDOM. In October 2008 he reported to his second sea tour as Damage Control Assistant in MCM Crew Exultant in support of a Mine Countermeasure deployment to the Arabian Gulf. He reported in March 2014 to USS Chafee (DDG 90) as Engineer Officer, leading her in a SEVENTH. Fleet deployment in support of Oceania Maritime 

Security Initiative, GEORGE WASHINGTON STRIKE GROUP Operations, and TALISMAN SABRE-15, while helping her earn a sixth consecutive Engineering Readiness/Survivability award and third consecutive Battle Efficiency award for Destroyer Squadron 31. In August 2015 he reported to Destroyer Squadron 50 as Readiness Officer (N8), and in May 2016 he transitioned to Combined Task Force 152 as Current Operations Officer. From 2021 to 2023 Ullman served as the USS Fitzgerald (DDG 62) Executive Officer. In May 2023, Ullman assumed command of the USS Cowpens (CG 63).

Ashore, in June 2012 Ullman earned a Master of Science in Systems Engineering Analysis from Naval Postgraduate School in Monterey, California where he also completed Joint Professional Military Education Phase I. In February 2013 CDR Ullman earned an Associate of Arts in Portuguese, graduating with honors, from Defense Language Institute in Monterey, California. In July 2017 he reported to the Office of the Secretary of the Navy as Director of the White House and Congressional Liaison Office. He earned an MBA in December 2019 from Kenan-Flagler Business School, UNC Chapel Hill. In April 2019 he reported to OPNAV N96 where he served as Requirements Officer for LCS and FFG 62 Constellation class frigate. 

His personal awards include one Meritorious Service Medal, five Navy and Marine Corps Commendation Medals, one Navy and Marine Corps Achievement Medal, and various campaign and unit awards. In 2014 he was awarded the Navy and Marine Corps Association Leadership Award for inspirational leadership in recognition of his performance in USS Chafee (DDG 90). He considers those awards associated with unit performance to be most satisfying and representative of his naval service.
