CDR Isaiah T. Stokes is a native of North Chicago, Illinois, and received his commission and Bachelor of Arts in Political Science from the University of Illinois at Urbana-Champaign in May 2009.

CDR Stokes reported to USS IWO JIMA (LHD 7), home-ported in Norfolk, Virginia, for his first sea tour as an engineering division officer, serving in main propulsion and repair divisions. Upon his transfer in November 2011, CDR Stokes reported to Patrol Coastal Crew JULIET in February 2012 as the crew’s Operations Officer/Navigator for his second division officer tour.

Upon completing his division officer tours, CDR Stokes reported to the Center for Surface Combat Systems Unit, Great Lakes as the IC ‘A’/’C’ schools director, and later served as Executive Officer. During this tour, he received his Master of Education from the University of Illinois at Urbana-Champaign, and completed Joint Professional Military Education Phase I.

CDR Stokes completed his first department head tour as the Operations Officer aboard USS SPRUANCE (DDG 111) in February 2019, and his second department head tour as the Plans & Tactics Officer aboard USS BONHOMME RICHARD (LHD 6). CDR Stokes then served as an N33/Current Operations Action Officer for Commander, U.S. Naval Forces Europe & Africa/Commander, U.S. SIXTH Fleet. Most recently he served as the Sea Combat Commander Operations Officer/N8 for Destroyer Squadron FIFTEEN in Yokosuka, Japan.

His decorations include the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (four awards), the Navy and Marine Corps Achievement Medal (two awards), the Humanitarian Service Medal, the Outstanding Volunteer Service Medal, and various unit awards and service ribbons.
