Originally from Beaverton, Oregon, CDR Stutzman is twice a graduate of Oregon State University, earning a Bachelor of Science degree in Radiation Health Physics in 2008 and a Master of Business Administration in 2014.
As a Division Officer, he completed two tours of duty aboard the guided missile destroyer USS HIGGINS (DDG 76), serving as 1stLT and Navigator.
As a Department Head he served aboard the Guided Missile Cruiser USS CAPE ST. GEORGE (CG 71) as the Weapons Officer, completing a ten-month maintenance availability and placing CAPE into an inactive status in support of the cruiser modernization and Service Life Extension Program.
Forward deployed to the Kingdom of Bahrain, CDR Stutzman served as the Executive Officer in USS DEXTROUS (MCM 13) from 2017 to 2018 and Commanding Officer from February of 2019 to December 2020. He served as Executive Officer in USS McCampbell (DDG 85) from May of 2023 to July of 2024.
Ashore, he was assigned as the Assistant Operations Officer for Naval Recruiting District Portland, Oregon from 2011 – 2014, and as Flag Secretary and Executive Assistant to Commander, Expeditionary Strike Group THREE from January 2021 to October 2022.
His personal awards include the Meritorious Service Medal, Navy Commendation Medal (three), Navy Achievement Medal (three), and various service awards.
