CAPT Neil Gabriel is a native of Mullica Hill, New Jersey. He holds a 1996 Bachelor of Science degree in Biological Sciences from The Richard Stockton College of New Jersey, and he holds a 2000 Master’s Degree in Biological Sciences from the University of Delaware. He was commissioned through the Officer Candidate School program in October 2001.

At sea, CAPT Gabriel served in USS Chafee (DDG 90) as signals warfare officer and assistant operations officer from 2005 to 2008. His department head tours were onboard USS Forrest Sherman (DDG 98) as operations officer from 2009 to 2011 and as combat systems officer in USS Monterey (CG 61) from 2011 to 2013. His most recent tour afloat was as commanding officer in USS Dewey (DDG 105) from 2019 to 2021.

His tours ashore include subsurface direct support officer at Naval Security Group Activity Fort Meade, Maryland from 2002 to 2005, and training liaison officer at Afloat Training Group Middle Pacific from 2008 to 2009. He then reported to Commander, U.S. Pacific Fleet as surface warfare lead for current operations from 2013 to 2014, and then as executive assistant to Director, Maritime Operations, U.S. Pacific Fleet from 2014 to 2015. He then served as branch head for Surface Placement, Navy Personnel Command (PERS-413) from 2015 to 2017. His most recent shore assignment was in the Joint Staff J5 Washington, D.C from April 2023 to February 2025.

CAPT Gabriel reported as Deputy Commander, Destroyer Squadron FIFTEEN in March 2025.

CAPT Gabriel is entitled to wear the Meritorious Service Medal, the Navy Commendation Medal, the Navy Achievement Medal, and various unit and campaign awards.
