CDR Fisher is a native in Fort Lauderdale, Florida, and graduated from the University of Central Florida in 2007 with a Bachelor of Science in Computer Engineering. After completing Officer Candidate School in June of 2009, he started flight school and earned his wings from HT-18 in Milton, Florida in June of 2011.

Following flight training, he transferred to the HSM-37 “Easyriders” stationed in Kaneohe Bay, Hawaii where he earned his Helicopter Aircraft Commander and Level III Airborne Tactical Officer qualifications while completing two expeditionary deployments to the SEVENTH Fleet AOR. From HSM-37, he picked up orders as a flight instructor to the legendary HT-8 “Eightballers” from September 2015 to May 2018 where he executed over 1000 flight hours training the best helicopter pilots in the world. For his disassociated sea tour, he served as Mini Boss and Air Boss on the USS Somerset (LPD 25) homeported in San Diego, California. After two deployments to the THIRD and FOURTH Fleets onboard the USS Somerset, he was selected as an operational Department Head and transferred to the HSM-79 “Griffins” in April 2021 where he transitioned the squadron from San Diego, California to Rota, Spain and stood up the first Forward-Deployed Naval Forces – Europe MH-60R squadron. While attached to the Griffins, he was the Training Officer, Detachment TWO Officer-in-Charge, and Maintenance Officer. He departed Rota in August of 2023 to join the “War Elephants” of CTF-67 where he is currently serving as the N5, Plans and Exercises Department Head.

CDR Fisher has earned his Master’s degree in Systems Engineering from the Naval Postgraduate School and has completed Phase 1 of Joint Professional Military Education from the Naval War College.

Personal decorations include the Navy Commendation Medal, Navy Achievement Medal, and various unit and service awards.
