11 July 2025 CAPT Lopez-Martinez is a native of Michoacán, MEX, and grew up in Lompoc, CA. He joined our Navy in January 1991 and graduated from Boot Camp, as a Constructionman Recruit, in March 1991. Following his promotion to Chief Utilitiesman in 2001, he was commissioned via the Limited Duty Officer (LDO) program in October 2002.

CAPT Lopez-Martinez earned a Bachelor of Science, Psychology, University of La Verne; a Master of Science, Human Resources, Chapman University; and Master of Business Administration, University of La Verne. He is a graduate of the U.S. Air Force - Air Command and Staff College. His executive education includes University of Michigan, Ross School of Business, Strategic Leaders Program; and Harvard University, Kennedy School, Senior Executive Fellows Program.

His personal awards include the Meritorious Service Medal (four awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (eight awards), Army Achievement Medal, and Navy and Marine Corps Achievement Medal (five awards).
