Command Senior Chief McDowell is a native of Salem, OR, and graduated from Douglas McKay High School in 2001. He enlisted in the United States Navy in February 2008 at Military Entrance Processing Station, Portland, Oregon. Upon completion of recruit training, he attended Fire Controlman “A” School at Surface Combat Systems Training Command Great Lakes, IL, and follow on “C” School at AEGIS Training and Readiness Center, Dahlgren, VA.
 
McDowell’s sea tours consist of USS WILLIAM P. LAWRENCE (DDG 110), serving as CF Division LPO completing Sail Around, Combat Systems Ship’s Qualification Trials, and maiden deployment to FIFTH Fleet Area of Responsibility; USS CHOSIN (CG 65) serving as CF Division LCPO and later Combat Systems Maintenance Manager (CSMM) supporting the Homeport Shift to Everett, WA. and AEGIS Modernization program; and USS HALSEY (DDG 97) again as CSMM completing a deployment to SEVENTH Fleet Area of Responsibility followed by AEGIS Baseline 9 Modernization in San Diego, CA. His shore tour was with Navy Talent Acquisition Group Pacific Northwest where he served as Division 1 LPO based out of NRS SKAGIT VALLEY.
 
Command Senior Chief. McDowell is currently assigned to USS KANSAS CITY (LCS 22) in San Diego, CA. McDowell was selected for the Command Senior Enlisted (CSEL) program as a Command Senior Chief (CMDCS) in March 2025. McDowell holds a Bachelor of Science Degree in Computer Networking from Post University in Waterbury, CT, and is pursuing a Master’s Degree in Project Management. He is a graduate of the Navy’s Senior Enlisted Academy, (Class 265), and the Command Leadership CMC/COB Course (Class 25120). McDowell’s decorations include the Navy and Marine Corps Commendation Medal (2), Navy and Marine Corps Achievement Medal (6), Military Outstanding Volunteer Service Medal, in addition to numerous individual and unit level awards.
