Command Senior Chief Oliver Bailey is a native of Ft. Lauderdale and raised in Lawrenceville, Georgia. He graduated from George Walton Comprehensive High School in May 2005 and subsequently reported to Recruit Training Command, Great Lakes, Illinois, in July 2005. Following recruit training, he attended Navy Hospital Corpsman “A” School, Great Lakes, graduating in September 2005.
Upon graduation, he began his career as a Hospitalman (E3), reporting to his first duty station at Naval Hospital Camp Pendleton Outpatient Mental Health Clinic as a Behavioral Health Technician.
His sea duty assignments to include ECRC IA EMF Kuwait, USS George H.W. Bush (CVN 77), SEAL Team TWO, Defense POW/MIA Accounting Agency (DPAA), Special Boat Team TWELVE, and most recently as Health Services DLCPO on board USS ESSEX. During these assignments, he completed four deployments in support of Operation Iraqi Freedom, Operation Enduring Freedom and Indo-Pacific Command Area of Responsibility (AOR).
Ashore, his tours have included service as a behavioral health technician at Naval Hospital Camp Pendleton and Naval Special Warfare Logistics Support Group Two. He has also served as an Independent Duty Corpsman at Naval Hospital Okinawa, Special Boat Team 12, and Navy Recruiting Command Headquarters.
Command Senior Chief Bailey was initiated into the Chief Petty Officers' Mess in 2018 while serving at Special Boat Team TWELVE and was selected for Senior Chief in 2021. In 2025, Senior Chief Bailey was selected for the Command Senior Enlisted Leader (CSEL) program and reported for his first CSEL tour of duty in October 2025 at USS John L. Canley (ESB 6) Blue Crew.
He holds an Associate degree of Health Science from Excelsior College and a Bachelor of Science in Public Administration from University of Phoenix. His formal Navy trainings include Naval Hospital Corps "A" School, Behavioral Health Technician "C" School, Field Medical Training Battalion- East, Independent Duty Corpsman "C" School, Air Force Senior NCO Academy and Command Master Chief / Chief of the Boat Course.
Command Senior Chief Bailey’s awards and decorations include the Navy Meritorious Service Medal, Navy and Marine Corps Commendation Medal (second award), Army Commendation Medal, and Navy and Marine Corps Achievement Medal (sixth award). He is a qualified Enlisted Surface Warfare Specialist, Enlisted Air Warfare Specialist, and Expeditionary Warfare Specialist.
