Lieutenant Commander Rios hails from Chesapeake, VA. He commissioned from the U.S. Naval Academy in 2007 with a B.S. in History.


Following commissioning, he served in USS PORTER (DDG-78) in Norfolk, VA as the First Lieutenant and Auxiliaries Officer. He deployed to the Mediterranean and Horn of Africa twice and conducted the training cycle. He then served in Riverine Squadron TWO in Little Creek, VA as Detachment Two AOIC and Training Officer.

Ashore, LCDR Rios served at the Surface Warfare Officers School, Newport, RI in the Material Readiness department. He was a DDG Engineering and COVE instructor. While at SWOS, he earned his MBA from Northeastern University.

As a department head, he served as Chief Engineer in USS O’KANE (DDG-77) in Pearl Harbor, HI and completed the training cycle. He then served as Chief Engineer in USS LAKE CHAMPLAIN (CG-57) in San Diego, CA and conducted a Western and Eastern Pacific deployment, RIMPAC, and INSURV. Recently, he served in COMDESRON 23 as the Future Plans officer and conducted a Western Pacific deployment.

LCDR Rios reported to Afloat Training Group Middle Pacific in September 2020 as Executive Officer.
