Captain Elaine A. Collins is a native of Seattle, Washington.  She is a 1996 NROTC graduate of Washington State University where she earned a Bachelor of Arts degree in Business Administration in Human Resources/Personnel and Management.  She also has a Master’s degree in Business Administration in Managerial Leadership from City University.
 
At sea, she served as Communications Officer in USS David R. Ray (DD 971), Safety Officer in USS Sacramento (AOE 1), Chief Engineer in USS McCampbell (DDG 85) and USS Monterey (CG 61) and served as Executive Officer fleeting up to Commanding Officer onboard USS Momsen (DDG 92).  CAPT Collins has deployed to the Arabian Gulf in support of UN Security Council Resolutions, Operations ENDURING FREEDOM, and IRAQI FREEDOM.  She has also deployed to SEVENTH Fleet in support of Cooperation Afloat Readiness and Training, and to SIXTH Fleet in support of Standing NATO Maritime Group Two and Operation ACTIVE ENDEAVOR.  She most recently served as the Deputy Commander, Destroyer Squadron NINE and has fleeted up to Commodore. 
 
Ashore CAPT Collins served as an NROTC Instructor at the University of Washington, at U.S. Fleet Forces Command in Global Force Management and as the Deputy Executive Assistant to the Deputy Commander.  She also served on the Joint Staff, J5 in Global Policy and Partnerships, and as the Deputy Executive Assistant and Executive Assistant to the Chief of Naval Personnel (OPNAV N1).
 
Her awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Navy Marine Corps Achievement Medal, and various unit and service awards.
