Captain Andrew G. Liggett, a native of San Diego, California, graduated from the United States Naval Academy in May 1996. Following his commissioning, he attended the Surface Warfare Officers School Division Officers Course in Newport, Rhode Island.

Captain Liggett reported to USS MICHAEL MONSOOR (DDG 1001) in March 2019 as the Executive Officer and assumed command in October 2020 following a tour as the Director of Fleet Training at Surface Warfare Officers School.  His most recent sea duty tour was as Commanding Officer and Executive Officer of USS DECATUR (DDG 73), where he deployed to the Fifth Fleet AOR and conducted Fleet Test Operational (FTO-01) in support of Missile Defense Agency's Afloat Ballistic Missile Defense Testing Program.  

Prior sea duty assignments include: Flag Secretary to Commander, Carrier Strike Group EIGHT / EISENHOWER Strike Group; Operations Officer for Destroyer Squadron SEVEN; Operations Officer in USS MUSTIN (DDG 89); Navigator in USS CURTS (FFG 38), and Navigator in USS ANZIO (CG 68). Ashore, Captain Liggett served on the immediate staff of the Secretary of the Navy and as the Department of Defense liaison to the White House Communications Office. Additionally, he served as an Action Officer in the Office of Assistant Secretary of Defense for Public Affairs.

In 2016, he received a Master's Degree in National Security and Strategic Studies from the Naval War College. Selected in 2001 for the Navy DC Intern Program, Captain Liggett earned a Master's Degree in Organizational Management from George Washington University. He was commissioned from the United States Naval Academy in 1996 with a degree in Systems Engineering.
