Command Master Chief Arcolia S. Rains is a native of Griffin, GA. She entered the Navy through the Delayed Entry Program as an Undesignated Seaman and completed basic training at Recruit Training Command, Orlando, FL in December 1993. Following training, Master Chief Rains reported to ARCO ARDM FIVE at Naval Base Point Loma, Point Loma, CA. After four assignments serving as a Signalman, she changed her rating to Master-at-Arms and attended MA "A" School at Fleet Anti-Submarine Warfare Training Center, San Diego, CA in 2002.

CMDCM Rains’ sea duty assignments include USS RUSHMORE (LSD 47), USS TARAWA (LHA 1), USS KITTY HAWK (CV 63), USS GEORGE WASHINGTON (CVN 73), USS RONALD REAGAN (CVN 76), and USS THEODORE ROOSEVELT (CVN 71) and Helicopter Sea Combat Squadron TWO ONE.  Her shore assignments include ARCO ARDM FIVE, Naval Base San Diego, Navy Junior Reserve Officers Training Corps Area 11, Transient Personnel Unit San Diego, Commander, Navy Region Southwest Security Detachment, and Commander, Navy Region Southwest Harbor Patrol Unit.

She was selected for the Command Master Chief Program in 2017, and is a graduate of the Navy’s Senior Enlisted Academy (Class 135 Green) and the Command Master Chief/Chief of the Boat Course (Class 178). She holds an Associates in Criminal Justice from Coastline Community College and Bachelors in General Studies from Fort Hays State University. 

CMDCM Rains' awards and decorations include the Meritorious Service Medal (2 awards), Navy and Marine Commendation Medal (3 awards), Navy and Marine Corps Achievement Medal (5 awards), Military Outstanding Volunteer Service Medal, and numerous individual, campaign, and unit awards.
