Captain Baker hails from Charleston, SC. He enlisted in the Navy in 1983 as a Cryptologic Technician - Communications, and served in Naval Security Group Activity Hanza, aboard USS FORRESTAL (CV 59), at Naval Technical Training Command Corry Station in Pensacola, FL and at the Special Warfare Development Group before being accepted into the Enlisted Commissioning Program. Following graduation in 1995 from Maine Maritime Academy with a BS in Ocean Studies, he received his commission and attended Surface Warfare Officer School. He completed a Master of Arts Degree in National Security and Strategic Studies at the Naval War College in 2007.
At sea, Captain Baker served onboard USS ANCHORAGE (LSD 36) as Deck and Main Propulsion Division Officer, USS ENTERPRISE (CVN 65) as Assistant First Lieutenant, USS HARPERS FERRY (LSD 49) as the Chief Engineer and Amphibious Squadron ELEVEN as the N4 for Maintenance and Material.
He served as Executive Officer aboard USS SAN ANTONIO (LPD 17) and commanded USS ARLINGTON (LPD 24) and USS WASP (LHD 1). While commanding ARLINGTON, he successfully participated in exercise BOLD ALLIGATOR, the largest amphibious exercise on the east coast, in a NATO construct under the command of a Flag Officer from the Netherlands. Onboard WASP, he executed a homeport shift, taking WASP from Sasebo, Japan to Norfolk, Virginia via the Strait of Magellan.
Ashore, Captain Baker was assigned to Commander Task Force 76 as the Maintenance Officer, OPNAV N75, where he actively worked toward re-installation of well decks in the LHA-class of amphibious assault ships. While working in the Pentagon, he completed a tour of duty in Baghdad, Iraq on the US Forces-Iraq staff as the Arab-Kurd planner. He served as the Current Operations Officer for FIFTH Fleet in Manama, Bahrain and his most recent shore assignment was on the Expeditionary Strike Group TWO staff where he served as the Chief of Operations (N3/N5/N9).
Captain Baker's personal awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal and various unit and campaign award.
