CDR Ryan Collins is from Washington and is a 1997 graduate of Washington State University where he earned a Bachelor of Science in Biology. He was commissioned through the joint University of Idaho/ Washington State University, Navy ROTC program. His shore tours include assignment as Operations Officer for the Navy Operations Center, OPNAV N3/N5; Flag Aide to Commander US Pacific Fleet and Aide de Camp to Commander, US PACOM and Weapons Branch Head, Surface Warfare, OPNAV N96. 

At sea, Commander Collins served as Electrical Officer and Chief Engineer onboard USS JARRETT (FFG 33) and Fire Control Officer on USS BENFOLD (DDG 65), both home ported in San Diego, CA. As a department head he served as Chief Engineer onboard USS HOPPER (DDG 70) and as Operations Officer, COMDESRON 31 in Pearl Harbor, HI.

In October of 2012 he reported to USS CHUNG-HOON as the Executive Officer and in October of 2013 he assumed Command of USS CHUNG-HOON. During his time onboard, USS CHUNG-HOON was awarded the Battle E, the CNSP Bloodhound award, the Red E and the Golden Anchor retention excellence award. He saw CHUNG-HOON through an independent deployment to the SEVENTH Fleet and a six month long dry dock.

In June of 2015 he reported to Commander, Carrier Strike Group THREE in Bremerton WA as the Assistance Chief of Staff for Operations and Plans. There he deployed with the JOHN C STENNIS Strike Group in 2016 to the Asia-Pacific. Upon returning from deployment he served as Chief of Staff. Commander Collins attended National War College in Washington DC where he earned a Masters of Science in National Security Strategy in 2018. His awards and decorations include two Defense Meritorious Service Medals, three Meritorious Services Medal, seven Navy Commendation Medals, and various other unit and campaign awards.
