Master Chief James Osborne is a native of Charlotte, N.C., and graduated from C.E. Ellison High School in Killeen, Texas. He enlisted in the Navy in 1987 and reported to basic training at Recruit Training Command in San Diego. After graduating from basic training and Damage Control (DC) “A” school he reported to his first assignment aboard USS Constellation (CV 64) in San Diego. He was selected to Operation “Deep Freeze” and transferred to Naval Support Forces, Antarctica; upon completion of his Wintered-Over Tour at McMurdo Station, Antarctica he reported to Afloat Training Group, Pacific in San Diego.
Osborne’s next tour was Pre-Commissioning Unit Ross/USS Ross (DDG 71) where he served as Repair Division’s Leading Chief Petty Officer (LCPO). Master Chief Osborne was selected to serve the President of the United States as the Assistant Readiness and Electronic Security Officer at Naval Support Forces, Thurmont (Camp David). His next assignment was the USS Bonhomme Richard (LHD 6) as Repair Division’s LCPO.
Master Chief Osborne report to Allied Joint Forces Command, Brunssum, Netherlands as the Deputy Fire Chief, where he was the Senior Enlisted Leader for the Navy Element and ran a multinational, joint forces Fire Department. While assigned, he deployed three times in support of International Security Assistance Force (ISAF) and Supreme Allied Commander Europe (SACEUR) missions to Kandahar and Kabul, Afghanistan. He then volunteered for an Individual Augmentee/Global War on Terrorism Support Assignment (IA/GSA) billet to the Horn of Africa as the Emergency Management Officer at Camp Lemonier, Djibouti. He returned to the fleet aboard the USS Germantown (LSD 42) as the Ship’s Maintenance and Material Management (3M) Coordinator.
Master Chief Osborne has served as Command Master Chief of Navy Recruiting District Portland, USS New Orleans (LPD 18), Mine Counter-Measures Squadron THREE and the Command Senior Enlisted Leader (CSEL) Detailer. Master Chief reported aboard and assumed the duties as Force Master Chief at Commander, Naval Surface Force, U.S. Pacific Fleet in March 2018. He is a graduate of the Senior Enlisted Academy Class 90 (Green), Command Master Chief Course 80, CSEL Executive Leadership Symposium and the National Defense University Keystone Class 16-1.
Master Chief Osborne’s awards include the Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Navy Commendation Medal (seven awards), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal, and various campaign, service and unit awards.
