Commander Briggs, a native of New York, was commissioned in 2003 through the ROTC program at The State University of New York Maritime College.  He graduated with a Bachelors of Engineering in Marine Mechanical Engineering.  Commander Briggs also earned at Third Assistant Engineer’s USCG license.   
 
At sea, Commander Briggs served as Main Propulsion Division Officer in USS BENFOLD (DDG 65) from May 2003 to March 2005.  He served as Main Propulsion Assistant and Plankowner in USS FREEDOM (LCS 1) from March 2005 to March 2009, during which time the ship was built, launched, and commissioned.   As a department head, he served in USS COLE (DDG 67) as Weapons Officer and Combat Systems Officer from 2011 to 2014.  He completed a nine-month deployment to the eastern Mediterranean Sea in support of the ballistic missile defense of Europe and Israel. He served as Executive Officer of USS Vicksburg from December 2018 to June 2020.

Ashore, Briggs served as an engineering instructor at the Surface Warfare Officer School from 2009 to 2011.  He served as an Integrated Air and Missile Defense Warfare Tactics Instructor (WTI) while stationed at the Afloat Training Group Norfolk from 2014 -2016.  He was then assigned to Commander, Naval Surface Force, Atlantic Fleet (COMNAVSURFLANT) N7 from 2017 to 2018. Briggs holds a Master of Arts in National Security from US Naval War College.

His awards include the Meritorious Service Medal, Navy & Marine Corps Commendation Medal (six awards), Navy & Marine Corps Achievement Medal (two awards), and several other personal and unit awards.
