A native of Honolulu, Hawaii, Senior Chief Sugai enlisted in the Navy in October 1995. He graduated Machinist Mate Apprenticeship School in Great Lakes, Illinois and preceded on to his initial duty station onboard USS FRANK CABLE (AS 40), stationed in Agana, Guam. During this tour he was advanced to Third Class Petty Officer. In 1999, he transferred to USS DENVER (LPD 9), stationed in San Diego, CA. During this tour he was advanced to Second Class Petty Officer and qualified Machinists Mate of the Watch. Upon completion of his first sea duty, he transferred to Fleet Training Center, SD, California as Main Propulsion Maintenance Supervisor (MPM) “C” School Instructor. During this tour he was advanced to First Class Petty Officer.

In 2004, he transferred to the USS DENVER (LPD 9) as the Engineering Machinery Division LCPO. During this tour he qualified Engineering Officer of the Watch (EOOW), he was selected as Chief Petty Officer in September 2007, and completed a successful hull swap with the USS JUNEAU (LPD 10) in Sasebo, Japan for its final voyage back to San Diego, CA for Decommissioning. In 2008, he reported to Center for Naval Engineering (CNE) San Diego, CA, as the Main Propulsion Maintenance “C” School Department LCPO. During this tour he obtained his Master Training Specialist Certification.

In September 2011, he reported to U.S. Naval War College in Newport, RI where he graduated from the Senior Enlisted Academy prior to reporting aboard USS CARL VINSON (CVN 70) in November 2011 as Engineering Auxiliaries Division LCPO. During this tour he was selected as Senior Chief Petty Officer in 2013. After completing his sea tour in 2015, he reported to SPAWAR System Center Pacific San Diego, CA, as the Naval Tactical Command Support System (NTCSS) Department LCPO and Organizational Maintenance Management Systems Next Generation (OMMS-NG) Lead Analysis. Senior Chief Sugai reported to Amphibious Squadron FIVE in November 2018 and is currently serving as Senior Enlisted Leader. Senior Chief Sugai’s personal awards include the Navy and Marine Corps Commendation Medal (5 awards), Navy and Marine Corps Achievement Medal (3 awards) and various campaign and service medals.
