​Captain Pagano is a native of Union, New Jersey, and graduated from The Citadel in May 2000 were he received a major in biology and a minor in psychology.  He holds a master’s degree in Organizational Management from the George Washington University in Washington, D.C.

CAPT Pagano’s sea tours include division officer assignments as damage control assistant in USS Deyo (DD 989) and air defense officer in USS San Jacinto (CG 56).  He served as chief engineer in USS Bainbridge making her maiden deployment where USS Bainbridge served as the Flag Ship for Commander, Standing Naval Force Mediterranean, and CAPT Pagano served as the staff’s material officer.  CAPT Pagano’s second department head tour was as operations officer for Riverine Squadron Three where he deployed to southern Iraq in support of Operation Iraqi Freedom.  His executive officer tour was in USS O’KANE (DDG 77), and his command tour was aboard USS Truxtun (DDG 103).

CAPT Pagano’s shore tours include training support action officer of United States Pacific Fleet; flag aide for the program executive, Aegis Ballistic Missile Defense, Missile Defense Agency; action officer in the Office of the Chief of Naval Operations Assessment Directorate; and a member of the Washington D.C. Intern Program where he served in a year-long internship in the Office of the Joint Chiefs of Staff Legislative Affairs Officer and a six month internship in the Office of the Chief of Naval Operations Force Plans and Management Branch.  He currently serves as the Deputy Commander, Naval Surface Group Western Pacific.
 
His personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (two awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (four awards), Army Commendation Medal, and various other personal and unit awards.
