Captain Rafi Miranda is a native of San Jose, California. A 1997 graduate of the United States Naval Academy with a Bachelor of Science degree in Mechanical Engineering, he received his commission as an ensign. In 2008, he earned his Master in Science degree in Civil Engineering from North Carolina State University.
Upon commissioning, CAPT Miranda served as the First and Second Deck Division officer (1998-2000) onboard the San Diego based USS Juneau (LPD 10), where he partook in the historic crew swap with USS Dubuque (LPD 8) in Sasebo, Japan. Upon completion of that tour he reported to the USS Curts (FFG 38) as the auxiliaries officer (2000-2001) and deployed in support of the Rim of the Pacific Exercise. He lateral transferred to the Civil Engineer Corps (CEC) in 2001.
CAPT Miranda’s assignments have included assistant resident officer in charge of construction, Naval Station Bremerton (2002-2003); bravo company commander at Amphibious Construction Battalion TWO (2003-2005), where he deployed to Puerto Castilla, Honduras in support of Operation New Horizons, a Joint Logistics Over-The-Shore exercise with the Army; production division director, Public Works Department Sigonella, Sicily (2005-2007); training officer and air detachment officer-in-charge, U.S. Naval Mobile Construction Battalion FOUR (2008-2010), where he deployed to Afghanistan in support of OPERATION Enduring Freedom; current operations officer (N33) / future operations officer (N35), FIRST Naval Construction Division, Virginia Beach, VA (2010- 2012); public works officer, Public Works Department, NAS Oceana, Virginia Beach, VA (2012-2014), and the Expeditionary Readiness Branch Head (OPNAV N434) for the Chief of Naval Operations (2014-2016).
He more recently completed assignments as the first executive officer/public works officer (2016-2017) at the newly established Naval Support Facility Redzikowo, Poland and as the Commanding Officer (2017-2019) for Naval Construction Training Center, Port Hueneme, CA.
Rafi is a registered professional engineer in the state of North Carolina, a member of the Defense Acquisition Corps and qualified as a Seabee Combat Warfare and Surface Warfare Officer. His personal awards include the Meritorious Service Medal (5 awards), the Navy Commendation Medal (3 awards), the Army Commendation Medal, the Navy Achievement Medal (2 awards), and various Campaign and Unit Awards.
