A native of Houston, TX, CAPT Rob Biggs enlisted in the Navy in 1990, deploying on four combatants prior to receiving a commission through the Limited Duty Officer program in 2002 and eventually re-designating to Unrestricted Line Officer. He assumed command of Afloat Training Group Middle Pacific in September 2021. He served as Commanding Officer of USS RALPH JOHNSON (DDG 114) from November 2019 to June 2021 after serving as Executive Officer from May 2018 to October 2019. During his command tour RALPH JOHNSON deployed to FIFTH and SEVENTH Fleet, served as Ballistic Missile Defense Commander for NIMITZ Strike Group, executed missile test launches in support of the Missile Defense Agency, and earned the 2020 CNO Ship-Helicopter Safety Award, the 2021 SECNAV Energy Excellence Award, the Destroyer Squadron NINE Unit Tactics Award, four Command Excellence awards and the 2020 Battle “E”.

Previous tours include serving as Commanding Officer and Executive Officer of USS WARRIOR (MCM 10) forward deployed to Japan, Combat Systems Officer and Weapons Officer of USS PRINCETON (CG 59) and Air Defense Officer of USS MOBILE BAY (CG 53). Shore tours include Air Defense/Ballistic Missile Defense Training and Certification Officer at Afloat Training Group Pacific and Surface Warfare Syndicate Head at Tactical Training Group Pacific.

CAPT Biggs is a graduate of Park University and the Naval Postgraduate School. His personal awards include the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal, the Navy and Marine Corps Achievement Medal, the Vice Adm. John D. Bulkeley award as well as various unit and campaign awards.
