A native of South Lake Tahoe, California, Commander Carter graduated from Oregon State University in 2005 with a Bachelor of Science degree in History and Old Dominion University in 2013 with a Masters of Engineering Management.
Afloat, Commander Carter completed his division officer tours aboard USS PAUL HAMITLON (DDG 60) as the Electronic Warfare and Combat Information Center Officer, and USS ABRAHAM LINCOLN (CVN 72) as the M-1 Division Officer. As a Department Head, Commander Carter served as Operations Officer on USS AVENGER (MCM 1) and USS PIONEER (MCM 9) followed by 1st Lieutenant on USS BONHOME RICHARD (LHD 6). His most recent sea duty was on the USS RONALD REAGAN (CVN 76) as the Auxiliaries Officer. During his afloat tours, Commander Carter completed seven deployments throughout the Western Pacific and Arabian Gulf.
Ashore, Commander Carter served as an Assessment Analyst on Sixth Fleet Staff and served as an Assistant Battle Watch Captain for Joint Task Force Odyssey Dawn in 2011. He also served as Flag Secretary to CTF-76/ESG-7, completing six deployments throughout the Western Pacific. He completed Navy Nuclear Power training in 2008 and Surface Warfare Officer School Department Head training in 2013.
Commander Carter’s personal awards include the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (4 awards), the Joint Service Achievement Award, the Navy and Marine Corps Achievement Medal (2 awards) as well as multiple unit and service awards.
