A native of Cleveland, Ohio, CAPT Carroll was commissioned in 1995 through the Naval Reserve Officers Training Corps (NROTC) program. He holds a Bachelor of Science in Communications from Northwestern University and a Master of Science in National Security Strategy from National Defense University. He completed Joint Professional Military Education (JPME) through the Air Command and Staff College and National War College, and is certified as a Joint Qualified Officer (JQO).
CAPT Carroll has operated around the world including deployments throughout the Asia-Pacific region, Middle East and Latin America. Operational assignments include USS JOHN YOUNG (DD 973), Assault Craft Unit FIVE deployed with PELELIU Amphibious Ready Group, USS CROMMELIN (FFG 37), Destroyer Squadron THREE ONE embarked in USS CARL VINSON (CVN 70), Carrier Strike Group THREE embarked in USS JOHN C STENNIS (CVN 74), and Expeditionary Strike Group THREE.
Command assignments include USS PAUL HAMILTON (DDG 60) and ZUMWALT Squadron ONE.
Ashore, he served as Executive Assistant to the Pacific Fleet Director of Operations, Plans, Policy and Training (N3/5/7); Maritime Operations Officer and Executive Assistant to the Indo-Pacific Command Director of Operations (J3); Branch Head for Readiness, Maintenance and Operations in the Surface Warfare Directorate (OPNAV N96); and Director of Training/Assessments (N7) and Plans/Strategy (N5) for Undersea Warfighting Development Center (UWDC).
CAPT Carroll assumed command of Assault Craft Unit FIVE in November 2021.
His personal awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (three awards), Navy Commendation Medal (six awards), Navy Achievement Medal and various unit and campaign awards.
