Captain Jeff Heames enlisted in 1991 and was commissioned in 1996 through Officer Candidate School.

He holds a Bachelor of Arts in International Relations and a Master of Science in Global Leadership from the University of San Diego. He is a graduate of the Australian Command and Staff College where he earned a Master of Military Studies from the Australian National University. 

His at sea tours include First Lieutenant in USS VALLEY FORGE (CG 50), Assistant Operations Officer in Destroyer Squadron TWENTY-ONE; Chief Engineer in USS HOWARD (DDG 83); Combat Systems Officer in Destroyer Squadron FIFTEEN; Executive and Commanding officer in USS PREBLE (DDG 88); and Deputy Commodore and Commodore in Destroyer Squadron TWENTY-THREE.

Assignments ashore include Executive Assistant to the Deputy Director, Missile Defense Agency in Arlington, Virginia, Assignments Detailer in the Surface Warfare Assignments Branch (PERS-41), Navy Personnel Command, Millington, Tennessee, and Assistant Chief of Staff for Operations, Training and Readiness (N3/N7) at the Surface and Mine Warfighting Development Center (SMWDC) Headquarters in San Diego, California.

His personal decorations include the Legion of Merit, Defense Meritorious Service Medal, the Meritorious Service Medal and various other personal, unit and service awards. He is the recipient of the 2016 Secretary of the Navy Innovation Leadership Award and is the co-author of the professional books “Division Officer’s Guide” (12th Edition) and “Watch officer’s Guide” (16th Edition)
