Master Chief Petty Officer Rafael A. Escoto (SW/SCW/EXW) is a native of Matagalpa, Nicaragua and was raised in La Puente, CA. Master Chief Escoto graduated from Workman High School in 1996 and immediately entered recruit training at Recruit Training Command (RTC) Great Lakes, IL.
His sea duty assignments include USS HARPERS FERRY (LSD-40), USS SHILOH (CG-67), USS CHANCELLORSVILLE (CG-62), NAVAL MOBILE CONSTRUCTION BATTALION 5 (NMCB5), COASTAL RIVERINE SQUADRON 3 (CRS-3) and USS TULSA (LCS-16). His shore duty assignments include Navy Recruiting District Los Angeles (NRD LA) NRS Pasadena, CA and Recruit Training Command (RTC) Great Lakes, IL.
Master Chief Escoto was selected for the Command Senior Chief program in February 2018 and is a graduate of the Navy's Senior Enlisted Academy (Orange Group, Class 213) and Command Master Chief/Chief of the Boat Course.
He holds an Associates in General Studies from Columbia College. He is qualified as an Enlisted Surface Warfare Specialist, Seabee Combat Warfare, and Expeditionary Warfare. His decorations include the Navy & Marine Corps Commendation Medal (6 awards), Navy & Marine Corps Achievement Medal (6 Awards), and various unit and campaign awards.
Master Chief Escoto has served as the Command Master Chief for LCS Crew 215 onboard USS TULSA and currently serves as the Command Master Chief for USS Momsen homeported in Everett, WA.
