CMDCM Lampley is a native of Paramaribo, Suriname, and a 1999 graduate from George W. Wingate High School in Brooklyn, New York. He enlisted in the U.S. Navy in August 1999 and completed Recruit Training Command and Seaman Apprenticeship Training in Great Lakes Illinois. Master Chief Lampley is a 2013 graduate of the United States Navy Senior Enlisted Academy Class 172 Gray Group, 2018 graduate of the Command Master Chief /Chief of the Boat Course in Newport RI, and a 2020 graduate of the Senior Enlisted Executive Leadership Symposium. He holds an Associate’s degree in Supply Chain Management from Coastline Community College in Fountain Valley, California.

His previous sea duty assignments includes: Deck Seaman onboard USS SACRAMENTO (AOE-1) in Bremerton WA from Dec 1999 to July 2003; DLR Storekeeper onboard USS NICHOLAS (FFG-47) in Norfolk VA from Aug 2003 to August 2005; Supply Department Leading Chief Petty Officer USS PATRIOT (MCM-7) in Sasebo Japan from Dec 2009 to Dec 2012; Readiness Leading Chief Petty Officer onboard USS RONALD REAGAN (CVN-76) in Yokosuka Japan from Aug 2016 to March 2018; Command Senior Chief onboard USS JOHN S. MCCAIN (DDG-56) in Yokosuka Japan from March 2018 to July 2018; Command Master Chief onboard USS CHIEF (MCM-14) in Sasebo Japan from August 2018 to July 2020, Command Master Chief onboard USS ASHLAND (LSD-48) in Sasebo Japan from August 2020 to July 2022. 

His previous shore duty assignments includes: Air Operations Department Storekeeper assigned to Commander, Fleet Activities Okinawa from September 2005 to November 2009, and Senior Enlisted Leader assigned to NAVSUP Fleet Logistic Center Sigonella Site Naples from April 2013 to July 2016.

In May 2022, he reported onboard USS AMERICA (LHA 6) in Sasebo, Japan where he is currently serving as the Command Master Chief.

His personal decorations include Meritorious Service Medal (One Award), Navy and Marine Corps Commendation Medal (five awards), the Navy and Marine Corps Achievement Medal (six awards), Military Outstanding Volunteer Service Medal (three awards), and various unit and service ribbons and citations.
