A native of Modesto, California, Command Master Chief Franklin E. Dominguez Jr. graduated from Modesto High School - Class of 1997. He enlisted in the United States Navy and completed basic training at Recruit Training Command, Great Lakes, Illinois, in April 1998.

Following basic training, Master Chief Dominguez reported to Airman Apprenticeship Training School at Naval Training Center, Great Lakes, Illinois. His first operational assignment was serving as an Aviation Ordnancemen on board the USS NIMITZ (CVN 68) homeported in Norfolk, Virginia in May 1998. His operational tours include the “Argonauts” of Strike Fighter Squadron ONE FOUR SEVEN (VFA-147); “Stingers” of Strike Fighter Squadron ONE ONE THREE (VFA-113); and “Shrikes” of Strike Fighter Squadron NINE FOUR (VFA-94) all based out of Lemoore, California. Master Chief Dominguez’s shore commands include Navy Munitions Command East Asia Division (NMC EAD) Unit Misawa, Japan; and Recruit Training Command, Great Lakes, Illinois where he served as a Recruit Division Commander and RDC “C” School Leading Chief Petty Officer.

In February 2017, he was selected to the Command Senior Chief program. Command Master Chief Dominguez is a graduate of the Navy’s Senior Enlisted Academy (Class 205 Green) and the Navy Leadership Ethics Center Command Master Chief/Chief of the Boat Capstone Course (Class 179). He has completed a Command Master Chief tour onboard USS GLADIATOR (MCM 11) and in March 2019, he reported for his current assignment as the Command Master Chief onboard USS PREBLE (DDG 88) homeport Pearl Harbor, Hawaii.

His personal awards include the Meritorious Service Medal; Navy and Marine Corps Commendation Medal (two awards); Navy and Marine Corps Achievement Medals (six awards); Navy Accession Training Ribbon and various unit awards.
