Commander Fosson is a native of Mars Hill, North Carolina and a 2005 graduate of the U.S. Naval Academy where he received a Bachelor of Science in Mechanical Engineering. He holds a Master of Arts in Defense and Strategic Studies from the U.S. Naval War College and a Master of Science in Mechanical Engineering with an Energy Focus from the Naval Postgraduate School. 

Fosson’s operational tours include anti-submarine warfare officer, USS INGRAHAM (FFG 61); weapons officer, Patrol Coastal Crew ECHO; and assistant operations officer and detachment officer-incharge, Naval Mobile Construction Battalion (NMCB) 11.

His shore assignments include transportation officer, Submarine Base New London, Connecticut; construction manager, Washington Navy Yard; assistant public works officer, Naval Research Laboratory; and public works officer, Marine Corps Air Station Beaufort, South Carolina; Facilities Acquisition and Management Division Director at Civil Engineer Corps Officer School (CECOS) and Executive Officer for the Center for Seabees and Facilities Engineering and CECOS in Port Hueneme, California.

Currently, he serves as the executive officer of Amphibious Construction Battalion ONE in Coronado, California.

Fosson is qualified in seabee combat warfare and surface warfare, is a registered professional engineer in the Commonwealth of Virginia, and a member of the Defense Acquisition Corps. He holds professional credentials as a certified Energy Manager, Project Management Professional, and Joint Professional Military Education level 1. He is a member of the Naval Institute, Society of American Military Engineers, Association of Energy Engineers, Project Management Institute, and American Society of Mechanical Engineers. His personal decorations include the Meritorious Service Medal, Navy & Marine Corps Commendation Medal (three awards), and Navy & Marine Corps Achievement Medal (four awards).
