A native of Bryan, Texas, Command Master Chief Garcia reported to Recruit Training Command, Great Lakes, Illinois, in August 2000 and graduated GS “A” school in 2001, beginning his career as a Gas Turbine System Mechanic. He is a graduate of the Foundry class 001, the Senior Enlisted Propulsion Engineering Course, the Senior Enlisted Academy class 228/Gray, and CMC/COB Course Class 228. His educational accomplishments include an associate degree in General Studies from Central Texas College, a bachelors in Psychology, and a masters in Performance Psychology from National University.

Afloat, he served onboard USS Hayler (DD 997), deploying to the Mediterranean in support of Operation Enduring Freedom and conducting counter narcotics operations in the Caribbean Sea and Eastern Pacific Ocean. Assault Craft Unit 4 (LCAC 20), where he deployed onboard the USS Kearsarge (LHD 3) in support of Operation Iraqi Freedom and USS Tortuga’s (LSD 46) BALTOPS 2005. USS Bulkeley (DDG 84), deploying in support of the Iowa Jima Expeditionary Strike Group to the Persian Gulf and USS McCampbell (DDG 85), Forward Deployed Naval Forces Japan. His tenure in the Littoral Combat Ship (LCS) community includes LCS Crew 106, serving onboard USS Freedom (LCS 1) and USS Sioux City (LCS 11), and LCS Crew 227, USS Canberra (LCS 30) Blue where he served as the Command Senior Enlisted Leader.

Ashore, his tours include South West Regional Maintenance Center (SWRMC), where he was selected as Sailor of the Year (SOY), West RMC SOY, and NAVSEA SOY 2012, and COMLCSRON ONE where he served as N4 Department’s Leading Chief Petty Officer.

He is designated Surface and Aviation Warfare Specialist, and his awards include the Navy Commendation Medal (four awards), Navy Achievement Medal (eight awards) and various other campaign and service ribbons.
