A native of Ravenna Ohio, Captain Matt Scarlett earned his commission in 1998 through Officer Candidate School.

CAPT Scarlett’s initial sea tour was in USS DETROIT (AOE-4), where he served as Auxiliaries Officer. Future assignments included tours as Assistant Operations officer in USS COWPENS (CG-63), Engineer Officer in MCM CREW FEARLESS, Commanding Officer in PATROL COASTAL CREW CHARLIE, Flag Secretary for Commander, U.S. SEVENTH FLEET, Executive Officer of LCS CREW 206 and Commanding Officer in USS MANCHESTER (LCS 14). His most recent sea tour was as Commanding Officer in USS INDEPENDENCE (LCS 2).

Ashore he served as cargo officer at Military Sealift Command Europe, in Naples, Italy. His most recent shore tour was as the Far East Maritime Intelligence Analyst at the Ministry of Defence, London, UK.

Captain Scarlett reported to Naval Striking and Support Forces NATO (STRIKFORNATO) in January 2021 serving as Assistant Chief of Staff for Exercises, Education and Training as well as United States Senior National Representative.

He reported to Destroyer Squadron SEVEN in June 2023 as Deputy Commodore. As of August 2024, CAPT Scarlett assumed the duties as Commodore of Destroyer Squadron SEVEN.

He holds a Bachelor of Sciences degree in Biochemistry from The Ohio State University and a Master of Arts degree in National Security and Strategic Studies from the Naval War College, graduating with highest distinction.
