Captain Litteral is a native of Cincinnati, Ohio and a 1999 graduate of Cedarville University with a Bachelor of Science in Mechanical Engineering. He holds a Master in Business Administration from Webster University and a Master of Engineering from the University of Cincinnati. Litteral was commissioned as an ensign in July 1999 through the Nuclear Propulsion Officer Candidate Program. 

Litteral’s operational tours include assistant operations officer and Alfa company commander at Amphibious Construction Battalion ONE in Coronado, CA; regional engineer for Afghan Regional Security Integration Command – Central in Kabul, Afghanistan; and executive officer at Naval Mobile Construction Battalion ELEVEN, in Gulfport, Mississippi. 

His shore assignments include instructor and command training 

evaluator at Naval Nuclear Power Training Command, Charleston, South Carolina; production officer at Public Works Department Great Lakes, Illinois; executive assistant to the commander, NAVFAC Atlantic, Norfolk, Virginia; service program manager and assistant operations officer, NAVFAC Europe Africa Southwest Asia, Naples, Italy; and public works officer at Marine Corps Recruit Depot, Parris Island, South Carolina, and assistant chief of staff for facilities and environment at Marine Corps Installations Command – East, Camp Lejeune, North Carolina. 

He is currently the Commanding Officer for Amphibious Construction Battalion One - Coronado, California. 

Litteral is a registered professional engineer in the State of Ohio, a member of Tau Beta Pi, a Project Management Professional, a qualified Seabee Combat Warfare Officer, and a member of the Defense Acquisition Corps. His decorations include the Bronze Star, Meritorious Service Medal, Navy Commendation Medal, Army Commendation Medal, Navy and Marine Corps Achievement Medal, Combat Action Ribbon, Afghan Campaign Medal, and NATO Medal.
