A native of Pensacola, Florida, Captain Maxwell enlisted in 1986 and received his commission through the Enlisted Commissioning Program in 1999. His enlisted sea assignments as an Operations Specialist include USS DWIGHT D. EISENHOWER (CVN 69) and USS KIDD (DDG 993). During his tour in these ships, he completed five deployments. He also held Navy Enlisted Classifications (NECs) as an Anti-submarine Air Controller (ASTAC), Air Intercept Controller (AIC), and SYS-2 Operator.
 
Ashore, he served at RTC Orlando where he became a Range Master and earned his certification as a Master Training Specialist; Nuclear Power School where he served as the Education Services Officer (ESO) and was selected as an Officer Candidate in the Enlisted Commissioning Program in 1996.
 
His sea assignments include Anti-submarine and Electronic Warfare Officer in USS KLAKRING (FFG 42); Fire Control & Ballistic Missile Defense Officer and Weapons Officer in USS RUSSELL (DDG 59); Weapons and Combat Systems Officer in USS CHOSIN (CG 65). He commanded Patrol Coastal Crew GOLF in USS MONSOON (PC 4), USS CHINOOK (PC 9), USS THUNDERBOLT (PC 12), and USS PREBLE (DDG 88).
 
Ashore he served as Commanding Officer, Afloat Training Group Middle Pacific and earned his certification as Afloat Training Specialist. Navy Energy Officer, U.S. Fleet Forces Command and Surface Operations and Executive Officer, Commander ASW Forces Third Fleet. His most recent assignment was at U.S. Indo-Pacific Command as Chief, Joint Reconnaissance Center.
 
Captain Maxwell holds a Bachelor of Science degree in Airway Science conferred from Auburn University in Auburn, Alabama. Additionally, he is a warrior-scholar of the Gravely Advanced Research Group and holds a Master of Art degree in National Security and Strategic Studies conferred from the U.S. Naval War College in Newport, Rhode Island. He is a Daniel Inouye Asia-Pacific Center for Security Studies Alumni.  Honorary Chief since 2021.
