CAPT Fay is a native of Pittsburgh, PA.  He graduated from the U.S. Naval Academy and was commissioned an Ensign in 2003.  Following commissioning, he earned his Master’s degree in Mechanical Engineering at the University of Texas at Austin.
 
He reported to the Naval Diving and Salvage Training Center where he qualified as a Basic Diving Officer and Salvage Officer in 2005.  Following graduation, he reported to USS SAFEGUARD (ARS 50) in Sasebo, Japan.  His follow-on operational tours included Officer-in-Charge, EODMU ELEVEN Platoon 11-3-1, Whidbey Island, Washington; Officer-in-Charge, Naval Explosive Ordnance Disposal Technology Division Technical Support Detachment Platoon TWO, Indian Head, Maryland; Operations Officer, EODMU EIGHT, Rota, Spain; and Commanding Officer, EODMU ELEVEN, Imperial Beach, California.

His shore tours included Executive Officer, Naval Diving and Salvage Training Center, Panama City, FL; EOD Staff Officer, Special Operations Command South, Homestead, FL; and Future Operations Officer, Navy Expeditionary Combat Command, Virginia Beach, VA.
 
In his most recent assignment, CAPT Fay served as Deputy Commander, Explosive Ordnance Disposal Group ONE, Coronado, CA.
