Captain Timothy R. Carter is a native of Albany, Georgia. He enlisted in the Navy in January 1989 as an Operations Specialist. His first sea duty tour was on the USS IOWA (BB 61) from 1989-1990, followed by USS LEYTE GULF (CG-55) from 1990-1993. He was then assigned to Tactical Support Center in Roosevelt Roads, PR from 1993-1996 and an OS “A” school Instructor from 1996-1998.

He received his commission through the Enlisted Commissioning Program and graduated from Norfolk State University in 1999 with a Bachelor’s of Science in Interdisciplinary Studies with concentrations in Information System Technology.

His Division Officer tours include Combat Information Center Officer (CICO) on the USS DE WERT (FFG 45) and Navigator on the USS JUNEAU (LPD 10). His Department Head tours include being Chief Engineer on the USS PATRIOT (MCM 7) and First Lieutenant on the USS ESSEX (LHD 2). He then served as Executive Officer and fleeted up to be the Commanding Officer on the USS GUARDIAN (MCM 5). He also served as Executive Officer and Fleeted up in November 2016 taking the responsibility as Commanding Officer on the USS CARTER HALL (LSD 50). In October 2024 he took command of USS SAN DIEGO (LPD 22).

Ashore, Captain Carter served as Battle Watch Captain and Maritime Homeland Defense Planner (N35) on the staff of U.S. FLEET FORCES COMMAND. Current Operations Director and Future Operations Director at COMMANDER FIFTH FLEET. He served as Military Deputy for Deputy Assistance Secretary of Defense for Platform Weapon Portfolio Management at the Pentagon. He is a graduate of the Naval Postgraduate School in Monterey, California, where he obtained a Master of Science in Information System Technology and completed his Joint Professional Military Education Phase I. He is a graduate of the National War College in Washington, DC. where he obtained a Master of Science in National Security Strategy.

He has been awarded the Defense Superior Service Medal, Legion of Merit Medal, Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (five awards) and the Navy and Marine Corps Achievement Medal (two awards), as well as various unit and campaign awards.
