CDR Carissa Moore originally hails from McConnelsville, Ohio. She graduated from Bethany College, in Bethany, WV in 2005 with a double major in History and Music. After teaching history for three years in Houston, she commissioned via OCS in 2008.

CDR Moore reported to USS LASSEN (DDG 82), home-ported in Yokosuka, Japan, for her first assignment as Anti-Submarine Warfare Officer from 2008-2010. CDR Moore selected the fleet-up option and remained onboard LASSEN as Navigator from 2010-2012 for her second division officer tour.

In 2012, CDR Moore received orders as Officer in Charge of the Strategic Sealift Officer Program, Great Lakes Maritime Academy in Traverse City, Michigan. While assigned there, she completed her Masters in History with an American concentration.

After completing Department Head School, she served as Weapons Officer onboard USS SPRUANCE from 2016-2018. She then fleeted-up to assume the role of Combat Systems Officer from 2018-2020. While onboard, she completed a deployment to the FIFTH and SEVENTH FLEET Areas of Responsibility.

In 2020, CDR Moore reported to Surface Warfare Schools Command (SWSC) as the International Programs and Littoral Combat Ship Director. Upon successful completion of that tour in 2021, she reported to PERS-41. In 2023, CDR Moore completed a successful 7-month IA in support of Security Assistance Group-Ukraine. She is slated to report as Prospective Executive Officer to USS STOCKDALE in December 2024.

Her decorations include the Defense Meritorious Service Medal, Navy Commendation Medal (5 awards), the Navy Achievement Medals (2 awards), and various unit awards and service ribbons.
