Captain Leonard “Leo” Leos is a native of the San Francisco Bay Area and joined the Navy in 1995. He is a 2001 graduate of San Diego State University NROTC. Additionally, he earned an MBA in Defense Financial Management from the Naval Postgraduate School, studied Mandarin Chinese at the Defense Language Institute, and was the Navy’s Federal Executive Fellow at Stanford University’s Hoover Institution for the 2016-2017 Academic Year. He is a proven financial management specialist.
Captain Leos' sea duty assignments include Anti- Submarine Warfare Officer aboard USS FLETCHER (DD 992), Navigator aboard USS HOPPER (DDG 70), Weapons and Combat Systems Officer aboard USS CHOSIN (CG 65), and Executive Officer of the Mine Sweeper USS ARDENT (MCM 12). He commanded the mine countermeasure ships USS CHIEF (MCM 14), USS GLADIATOR (MCM 11), USS SCOUT (MCM 8), and the guided missile destroyer USS STOCKDALE (DDG 106). He has deployed seven times to the Indo-Pacific and Arabian Gulf, including five Carrier Strike Group deployments.
Ashore, Captain Leos has served as the Director of Training at Afloat Training Group Middle Pacific, Flag Aide to the Commander of the U.S. Pacific Fleet, and as the Financial Branch Head for Director, Surface Warfare (OPNAV N96). Most recently, CAPT Leos served as the lead Surface Warfare and Budget Analyst in in the Office of the Secretary of Defense on the Cost Assessment and Program Evaluation staff (OSD CAPE).
