Captain Francisco X. Garza is a native of Phoenix, Arizona. He enlisted in the Navy in May 1995 and served aboard USS Cushing (DD 985) and USS Bunker Hill (CG 52) as well as overseas at NCTAMS EURCENT Rota Spain. He was selected for the STA-21 commissioning program earning a Bachelor of Arts degree in History from The University of Arizona. He also holds a Master of Arts in International Relations from the University of San Diego as well as completing JPME I and II.

At sea, Garza served as Anti-Submarine Warfare Officer, Gunnery and Ordnance Officer fleeting-up to serve as Fire Control Officer and Ballistic Missile Defense Officer on USS Benfold (DDG 65); Engineer Officer on USS Wayne E. Meyer (DDG 108); Executive Officer and Commanding Officer on USS Gladiator (MCM 11) and Commanding Officer of USS Oakland (LCS 24).

Ashore, he was assigned to a Joint Task Force in Iraq in support of the Global War on Terrorism mission; Training Liaison Officer at Afloat Training Group San Diego; Missile Defense Officer and Deputy Branch Chief for Future Operations of the Missile Defense Division at US Northern Command and Executive Officer and Commanding Officer of Engineering Assessments Pacific.

Garza’s most recent assignment was Director, Surface Warfare Combat Training Continuum at Naval Surface and Mine Warfighting Development Center.

His personal decorations include the Bronze Star Medal, Defense Meritorious Service Medal, Navy Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, Military Outstanding Volunteer Service Medal, the Navy and Marine Corps Association Leadership Award, the Junior Officer Award for Excellence in Tactics and various unit and campaign ribbons.
