NAVAL BASE SAN DIEGO, Calif. – Vice Adm. Roy Kitchener, Commander, Naval Surface Force U.S. Pacific Fleet, and Cmdr. Nick Wissel, the commanding officer of the guided-missile destroyer USS Higgins (DDG 76) salute the ensign during colors.
