Surface Warfare Junior officers have experienced several organizational and training shifts in the last decade. We made significant investments to increase both the amount and depth of training that junior Surface Warfare Officers receive before they even report aboard their ship. Under the Mariner Skills Training Program (MSTP), $716.5M has been programmed and invested in modernizing navigation, seamanship and ship handling (NSS) training across the Surface Force with the fielding of state-of-the art NSS simulators in all of the major Fleet Concentration Areas. An intensive four (4) week Junior Officer of the Deck (JOOD) course was implemented in June of 2019 and has produced over 2,000 graduates. This course was replaced with an expanded six (6) week Officer of the Deck (OOD) Phase 1 course on 06 July 2021 and will be complemented with an additional three (3) week OOD Phase 2 course starts 04 October 2021.
