CDR Phil Richter

Past Executive Officer, USS FRANK E. PETERSEN JR (DDG 121

08 November 2022 Commander Phil Richter’s current assignment is as Executive Officer in USS FRANK E. PETERSEN JR (DDG 121). 

CDR Richter, a native of Waldorf, MD, graduated and received a commission from Virginia Polytechnic Institute and State University in 2007. 

CDR Richter’s at sea assignments include 2nd Division Officer and Electrical Officer in USS WHIDBEY ISLAND (LSD 41) where he deployed to Fifth Fleet AOR, Damage Control Assistant in USS VELLA GULF (CG 72) where he deployed to Sixth Fleet AOR, and Chief Engineer and Combat Systems Officer in USS KIDD (DDG 100) where he deployed to Fifth and Seventh Fleet AOR. 

Ashore, he has served as Advanced Division Officer Course (ADOC) and Conning Officer Virtual Environment (COVE) Instructor at Surface Warfare Officers School Command. Most recently, he served as Gas Turbine Propulsion Plant Assessor at Engineering Assessments Pacific, responsible for shipboard engineering material readiness and certification in the Pacific Fleet. 

In 2013, he earned a Master’s of Science in Systems Technology and completed JPME Phase I at the Naval Postgraduate School. 

Commander Richter’s personal awards include the Navy and Marine Corps Commendation Medal (3 awards) and Navy and Marine Corps Achievement Medal (3 awards) as well as multiple unit and service awards.
