YOKOSUKA, Japan (Feb. 28, 2026) — The Arleigh Burke-class guided-missile destroyer USS Shoup (DDG 86) held a change of command ceremony aboard the ship in Yokosuka, Japan, Feb. 28, marking the transition of leadership from Capt. Holman R. Agard to Capt. William S. Buford.

YOKOSUKA, Japan — Members of the U.S. House of Representatives from various districts toured the Arleigh Burke-class guided-missile destroyer USS Shoup (DDG 86) and met with the crew in Yokosuka, Japan, Sept. 6.

The Morale, Welfare, and Recreation team has been vital in the continuous development of moral for the crew onboard USS Shoup.

“I have witnessed an actual fuel leak and toxic gas. The immediate response from the crew shocked me!” said Hull Maintenance Technician-Chief Petty Officer Idrisa Diaby. During their last 4 week underway the ship engaged in DC drills 2-3 times per week, striving to improve themselves. With a crew that is ready to save the ship in order to save themselves they are unstoppable even in Seventh Fleet operations!

Culinary Specialist Seaman Recruit Foronda was born in Zambales, Philippines on February 2nd, 2002. He moved to Japan at age 15 and then to Las Vegas, Nevada at age 17. With his family having a military background, he traveled often to Subic Bay as a kid. He fell in love with the Navy Ships and the sailor uniforms hoping to one day join the Navy. With the support of his family, CSSR Foronda joined the Navy in October 2022 and decided to become a Culinary Specialist due to his love for cooking and experimentation with food.

The mighty USS SHOUP welcomes to its deck plates one of our newest crewmates: Culinary Specialist Seaman Recruit Hylton. CSSR Hylton hails from Jamaica, and checked onboard USS SHOUP in March 2023. CSSR was quickly recognized for her quality service which she describes as endeavoring “to treat everyone who comes to eat with care, love, and respect”.

COMBINED FLEET ACTIVITY, Yokosuka - The Arleigh Burke-class guided-missile destroyer USS SHOUP (DDG 86) returned to Combined Fleet Activity Yokosuka, Japan , following the completion of its first Forward-Deployed Naval Forces (FDNF) patrol in the U.S. 7th Fleet (C7F) area of operations, Mar. 23.

USS Shoup’s (DDG 86) Commanding Officer, Commander Dale R. Tourtelotte is a native of Orange, Texas. USS Shoup’s Executive Officer, Lieutenant Commander Timothy Winters is from Fairfield, Maine.
