MISSION  

Provide surface ships (including U.S. Coast Guard) with Basic Phase education, training, assessments and certifications in a structured approach to maximize training efficiency and effectiveness. ATGPNW supports the Pacific Fleet Type Commander and afloat Commanding Officers with Independent Unit Ready for Tasking (IURFT) compliance in accordance with the Fleet Training Continuum and the Surface Force Readiness Manual.

Collaborate with the Immediate Superior in Command (ISIC) to establish and implement an integrated readiness schedule to produce ships and crews that are prepared to execute the Fleet Response Training Plan (FRTP), meet operational commitments and enable ships to reach expected service life.

Serve as fleet support for Training and Operational Readiness Information Services (TORIS) and associated applications.

Provide support via the Navy Continuous Training Environment (NCTE) battle lab for Fleet Synthetic Training (FST) events.

Conduct Monthly In-port Training Events (MITES).

1.  VISION.  OUR COMMAND IS – AND WILL REMAIN – THE BEST IN THE AFLOAT TRAINING ORGANIZATION AT HELPING WARSHIPS AND CUTTERS PREPARE TO SAIL INTO HARM’S WAY AND TO SUCCEED IN ALL MISSIONS. WE ARE ONE TEAM WITH THE SHIPS WE TRAIN AND THEIR ISICS, WORKING TO ENSURE THE SHIPS’ CONTINUOUS READINESS. 
2.  SEVEN PILLARS OF EXCELLENCE.  OUR COMMAND IS COMPRISED OF SENIOR, EXPERT SAILORS – THE BEST OUR NAVY HAS TO OFFER.  WHETHER THROUGH DELIBERATE PLANNING OR INSTINCT, OUR TEAM EXCELS BECAUSE OF ADHERENCE TO THE SEVEN PILLARS OF EXCELLENCE:
    A.  INTEGRITY.  WE DO THE RIGHT THING – ALWAYS.  WE HOLD OURSELVES ACCOUNTABLE TO THE HIGHEST STANDARDS OF PERSONAL AND PROFESSIONAL CONDUCT.

    B.  LEVEL OF KNOWLEDGE.  KNOW WHAT YOU’RE DOING AND MAKE SURE YOUR PEOPLE KNOW WHAT THEY’RE DOING.  BE THE SUBJECT MATTER EXPERT BY KNOWING THE BOOK.  ENSURE THAT TRAINING WE CONDUCT IS MEANINGFUL. PERSONAL EDUCATION IS IMPORTANT, TOO.  INVEST THE TIME TO LEARN SOMETHING NEW OR WORK ON YOUR CONTINUING EDUCATION.

    C.  PROCEDURAL COMPLIANCE.  WE USE AND ENFORCE PROCEDURAL COMPLIANCE.  NEVER ARGUE WITH THE SAILOR WHO’S GOT THE BOOK IN HAND, BUT IF THE BOOK IS WRONG, WORK TO CHANGE IT.  WE WILL ALWAYS IDENTIFY THE PROCEDURE (OR REFERENCE) TO WHICH WE ARE ASSESSING OR THE “BEST PRACTICE” WE ARE RECOMMENDING.

    D.  QUESTIONING ATTITUDE.  ASK “IS THERE A BETTER WAY?” DON’T ASSUME THAT “THE WAY WE’VE ALWAYS DONE IT” IS THE BEST – OR EVEN CORRECT – SOLUTION.  SELF-ASSESSMENT IS ALSO IMPORTANT; KNOW WHEN TO ADMIT FAULT AND LEARN FROM IT!

    E.  FORMAL COMMUNICATION.  AS TRAINERS, ASSESSORS, AND LEADERS WITHIN THE FLEET, OUR COMMUNICATIONS – WRITTEN AND VERBAL – MUST BE BEYOND REPROACH.  YOU ARE MY DIRECT REPRESENTATIVE IN WHAT YOU SAY, DO, AND WRITE. DO NOT PUT YOURSELF IN A DIFFICULT POSITION BY SPEAKING OR WRITING ANYTHING YOU WOULD NOT BE COMFORTABLE RELAYING TO EITHER ME OR THE SHIP’S CO.

    F.  FORCEFUL BACK-UP.  HELP YOUR SHIPMATES.  ENCOURAGE OTHERS TO CHECK YOUR WORK; LIKEWISE, BACK UP YOUR SHIPMATES REGARDLESS OF YOUR POSITION OR RANK – OR THEIRS!  TO SUPPORT THE SHIPS, WE WILL PROVIDE ACCURATE FEEDBACK TO THE CUSTOMER WITHIN THE WEEK FOLLOWING AN ASSESSMENT OR TRAINING.

    G.  RISK MANAGEMENT.  WE DO NOT AVOID RISK, WE MANAGE IT. SAILORS WILL ALWAYS GIVE 100% TO ACCOMPLISH A MISSION, AND DURING ASSESSMENTS WE WILL ENSURE THAT EVOLUTIONS ARE DONE SAFELY.  IF WE ARE CONCERNED, WE’LL STOP THE ASSESSMENT AND VOICE OUR CONCERNS.  COMPLETING AN ADMINISTRATIVE ASSESSMENT DOES NOT TAKE PRIORITY OVER SAFETY. IT DOES NOT TAKE PRECEDENCE OVER SOMEONE’S LIFE.

3.  EXPECTATIONS.  I EXPECT YOU TO LEAD BY TRAINING YOUR PEOPLE WELL, TREATING THEM WITH RESPECT, AND ENSURING THEIR CONTINUED, PERSONAL AND PROFESSIONAL GROWTH. A POSITIVE MENTAL ATTITUDE IS INFECTIOUS. SET A POSITIVE CLIMATE THROUGHOUT ATG PACNORWEST BY TREATING EVERYONE WITH THE COURTESY, RESPECT, AND FAIRNESS WE ALL WANT AND DESERVE.
A FEW EXAMPLES OF MY EXPECTATIONS ARE:
1. BE THE SUBJECT MATTER EXPERT. PERFORM AS THE SUBJECT MATTER EXPERT IN ALL AREAS RELEVANT TO YOUR WARFARE AREA. YOU MUST BE PREPARED TO PROVIDE ANSWERS TO THE TRAINING TEAMS AND WATCHSTANDERS.
2. ACCURATE AND OBJECTIVE ASSESSMENTS. OBJECTIVELY ASSESS EVERY TRAINING EVENT. USE OBJECTIVE STANDARDS AND PROVIDE AN ACCURATE ASSESSMENT OF THE ABILITIES OF A, TRAINING, OR WATCH TEAM.
3. WORK AS ONE TEAM. BE PROFESSIONAL AND RESPECT YOUR FELLOW TEAM MEMBERS. LISTEN TO OTHERS, DISCUSS WHAT YOU HAVE OBSERVED, AND WORK TOGETHER TO FORMULATE RECOMMENDATIONS.
4. PROFESSIONAL DEVELOPMENT/CERTIFICATION. IN ORDER TO BE THE SME, WE MUST ALL QUALIFY OR CERTIFY IN OUR RESPECTIVE AREAS WARFARE AREA. BE PROACTIVE AND SEEK OUT OPPORTUNITIES TO OBTAIN THE REQUIRED TRAINING TO QUALIFY OR CERTIFY IN YOUR AREA OF EXPERTISE.
5. PHYSICAL FITNESS. ENSURE THAT WE ARE DOING WHAT WE NEED TO DO IN ORDER TO MAINTAIN OUR PHYSICAL READINESS. EVERYONE HAS THE OPPORTUNITY TO FIT THIS INTO NORMAL WORK HOURS.

4.  PERSONAL GROWTH OPPORTUNITIES. EVEN THOUGH YOU SPEND MANY DAYS AND WEEKS AWAY FROM HOME SUPPORTING THE FLEET, THERE ARE STILL NUMEROUS OPPORTUNITIES AVAILABLE FOR PERSONAL GROWTH. I ENCOURAGE EACH OF YOU TO TAKE FULL ADVANTAGE OF THESE OPPORTUNITIES. A FEW EXAMPLES OF THINGS THAT CAN ASSIST YOU PERSONALLY AND PROFESSIONALLY ARE:
          1. OFF DUTY EDUCATION
          2. COMMUNITY SERVICE
          3. COMMAND COLLATERAL DUTIES
          4. SMALL CRAFT POIC QUALIFICATION
          5. OUT OF RATE QUALIFICATIONS

5. COMMUNICATION.  BY SHARING IDEAS AND COMMUNICATING WITH EACH OTHER WE WILL REMAIN THE BEST AT WHAT WE DO. IN ORDER FOR ME TO MAKE AN INFORMED DECISION, I MUST DRAW UPON YOUR SPECIFIC EXPERIENCE AND UNDERSTANDING. EVERYONE HAS AN IDEA OR OPINION ON HOW WE CAN DO THINGS BETTER. WE ARE ONE TEAM, AND I EXPECT INPUT FROM ALL LEVELS OF THE CHAIN OF COMMAND IN ORDER TO PROVIDE A BETTER PRODUCT TO THE FLEET.
